What is the Georgia Rural Zone Program?

The Georgia Rural Zone Program is a powerful economic development initiative overseen by the Department of Community Affairs (DCA) and the Department of Economic Development. It is specifically designed to spur revitalization, encourage private investment, and foster job creation in historic small-town downtown districts facing economic distress or disinvestment.

Key Advantages for Our Small Town

By securing a Rural Zone designation, qualifying small towns can unlock three targeted state income tax incentives:

  • Job Tax Credits: Businesses that create and maintain new full-time equivalent jobs can receive a tax credit of $2,000 per job, per year for up to five years.
  • Investment Credits: Investors who purchase historic commercial properties within the zone can claim a credit equal to 25% of the purchase price (up to $125,000).
  • Rehabilitation Credits: Property owners who undertake qualified structural renovations can receive a credit equal to 30% of the rehabilitation costs (up to $150,000).
