CDBG Multi-Year Community Investment Strategy

This strategy was built by looking at every area of Manchester, not just the places easiest to fund or most visible from City Hall. Every neighborhood in this city has been evaluated. Every area of need has been documented. Every resident deserves better infrastructure and better housing. This document is our commitment to get there.
What this document lays out is not a decision about which neighborhoods matter more. It is a strategic plan for where to start in order to build the strongest possible funding case, deliver the greatest impact to residents as quickly as possible, and sequence investments intelligently so that each phase builds on the last.
CDBG funding is competitive. The communities that prepare the best strategy, align with state priorities, and make the most of every application cycle win the most funding. Manchester is going to follow this strategy to give it the best chance to win.
We are building a 10-year investment plan. The work begins in 2026 to reach the entire city.
The City has identified four areas that need improvements to roads, drainage, sewer systems, and housing. Projects will be completed in phases based on need and recent investments.
Oconee/Max Anderson/MLK Area
This is the city’s top priority because it has sewer, drainage, and housing needs. The area also has strong community support, including the Housing Authority and many homeowners seeking assistance.
Downtown Manchester
This is the second priority because the city’s aging storm drainage system and older water infrastructure need major improvements to help protect public health.
Tim Brown Drive / Holy Hill
This area needs sewer and drainage improvements, but the city recently paved the streets. Work will be delayed to avoid damaging the new pavement.
White Oak / Chestnut Glenn
This area is scheduled last because it has already received significant recent investment. The city plans to let those improvements continue before adding public funding if needed.
